Initbank.Uasset not in the provided package error.

With switch to UE5 we are seeing problems with the GenerateSoundbanks Commandlet. We get 

InitBank.uasset' being saved is not in the provided package

on the build server but do not see this error locally. 

Wwise: 2021.1.8, UE: 5.0.3
