2019.2.3 Edit in External Editor no longer working

With 2018.1.5 I used to be able to open MIDI files in Reaper using "Edit in External Editor." Now in 2019.2.3 this feature no longer works. Only .wav files seem to be supported. If I try with a MIDI file, it switches to Reaper like it's about to open it, but the file never shows in my Reaper project. If I switch back to 2018.1.5, this still works as expected.
