Trying to download an old version, getting a 403 error

I'm trying to download 2021.1.5.7749, and it's giving me a 403.  I've also tried an offline install, to which I'm still getting the error.  This error wasn't appearing around a month or two ago when I first installed this version.

The latest version is installing fine, but I need this version specifically.
