Virtual Voices order of Actvating voice vs. Volume tresshold calculation

When I look in the profiler I see the Virtual Voices being activated (I can have 150 active voices when changing location) and then the next "frame" they are all gone and moved to virtual voice list, is this what happens or is it just a display problem?
