Consistent Zoom/Scroll Mouse + Modifiers for Views with Scrollbars

Question

I'd like to have consistent zoom/scroll mouse + modifiers for any View that can have scrollbars. One example is curves vs. waveform views: to scroll vertically in waveform view, you scroll left/right, and to scroll vertically on a curves graph, you use shift + scroll. Some views are mouse wheel scrollable vertically but not horizontally (e.g., Project Explorer), even though they might be able to overflow horizontally.
