Licensing for plug-in development?

What's the licensing for using the SDK and developing plug-ins for Wwise? I.e. a sort of "plug-in developer" license.

I only see:

The Wwise PC SDK Source code is also available for non-commercial projects.

Also, how to get plug-ins published or do I need to setup the publishing myself?
