Is there a way to automatically unload a voice (sound), which is inside the Blend container, but not currently playing, due to RTPC value? I also want it back, when my RTPC hits it again :)

You could attach a Game Parameter to the Voice Volume in the RTPC tab of the children you wish to unload.  Ensure the volume goes to minimum when you want to unload.

Then, in the Advanced Settings tab, Virtual Voice group, select Send to Virtual Voice.

Now this children will stop playing when going low volume (see Project Settings for the threshold), and come back when the volume goes high again.
