Game Sync Monitor behaviour

Is it correct behaviour when the Game Sync Monitor displays RTPCs, which is not associated with certain Game Objects? It looks like Game Sync Monitor shows all RTPCs used in game for every watched Game Objects (their values is shown as "0", or "-" or default for that RTPCs).
