Does the Sample Rate Conversion Quality speed refer to its original packaging speed or its runtime unpackaging speed?

In the Conversion Settings Editor, Sample Rate Conversion Quality states that a high conversion quality is slower and a normal quality is 3-6 times faster. Are these speeds referring to the run-time unpackaging in-game, or to the original soundbank creation compression?
