Plugin development: How to create UI parameter groups?

Hello,

I am developing a plugin for Wwise. How can I create parameter groups such as the Delay and Output groups in the Wwise Delay plugin:

I have followed the Dialog Reference but the example given refers to the "Microsoft Development Environment Dialog Editor" which I cannot find any information on.
