We have weapons with very high fire rates that fire in interlocking sequences (four guns mounted on wings for example, each firing at 800 rounds per minute, each with an offset). So we need accuracy in the 0.01s range, which is less than a frame lasts. Is this possible with Initial Delay using an RTPC?

firstly rate - 800 rounds per minute is 13.3 rounds per second ( 13.3Hz ) which is about 1 round every 75ms. a 30Hz frame lasts 32ms and a 512 sample Wwise frame at 48000Hz lasts for 10.7ms.

any kind of setup whereby you are heavily dependent upon a stream of control data from the game for the accuracy of data that has low tolerance to latency should avoid the kind of strategy you suggest.

instead I would suggest creating a short loop containing samples at the right rate, looping this, and triggering it when the gun starts and stops firing.

in my experience having a rock solid sound at the correct rate smooths over any visual issues.
