.wem files not created for Sound Voice

I recently switched many sounds over to streaming, and the .wem files were created for Sound SFX but not for Sound Voice. I can find the .wem files for Sound SFX by searching on disk for the File ID in the bank's associated XML file, but there are no results when I search for the Sound Voice File IDs. Indeed, there are no .wem files at all in the language subdirectories in our generated banks directory. Additionally, I get an error "LogAkAudio: Error: Cannot open file: [.wem number]" when trying to post streamed VO events from the editor. The .wem number in the error matches the File ID in the XML file. The streaming SFX play from the editor without issue. This is with Wwise 2019.1.1
