I think it may have to do with what folder or the name of the folder you are saving it in. When I just saved it to the B drive it picked the Program 8 location and when I didnt make a folder for it it finally worked

Thanks for reporting the problem, it made us realize there was a bug in our 2019.1.6 bundle. We have now re-published it and you should be able to download it.

The offline installer issue is on our server, we are currently investigating.

Thanks, but the issue is still there.  When I was trying other versions, I'd get a similar issue, so it's more than just this version, by the way (I can't remember which versions did and did not work).

I tried integrating other working versions of Wwise to the Unity file, but they would always fail.  The only pairing that worked for me was the most up-to-date version of both programs, but the file I'm trying to work with will only work with Unity 2018.3.14

It just seems the Audiokinetic site altogether is really slow and has a lot of issues.  I had to type the initial post in Notepad because the suggested articles popping up froze the site with Javascript errors, and the tutorial section typically takes 2-3 reloads before all images are downloaded properly.
Hey, now it worked as a download!  But it's still not integrating into my Unity project, with a 3mb log.

I have a feeling that Wwise shouldn't be this finicky...
