Copying a State - what am I missing

I want to copy a State the same way I would an RTPC from one object to another. The right click menu shows copy and paste commands, but I have never once seen the paste command light up. What am I missing here - there's got to be a way to copy a state without wholly recreating it or getting into the xml.

You are correct: States Groups and State properties cannot be pasted from the UI at the moment.
