What to do with “couldn’t find file” error (file packager)?

I’m trying to convert my project into a package but every time I click open and select the wfpproj file I get the error

Couldn’t open file: C:/users/(user)/Documents/wwise/(the files location that I just selected)

I tried running the program as an administrator
