Get a listener's spatialization parameters.

Returns: AK_Success if succeeded, or AK_InvalidParameter if the index is out of range

out_rbSpatialized	Spatialization enabled
out_pVolumeOffsets	Per-speaker vector of volume offsets, in decibels. Use the functions of AK::SpeakerVolumes::Vector to interpret it.
out_channelConfig	Channel configuration associated with out_rpVolumeOffsets.
